Lt.Governor Kiran Bedi maintained that what
Chief Minister V Narayanasamy doing is totally “illegal and Irregular” on
presentation of Budget in the Legislative Assembly on Monday.
In an audio clip on Whatsapp, the Lt.Governor said that she told the Chief
Minister that it is a serious Omission for not sending her the annual financial
statement and demand for grants as required under the provisions of the
Government of Union Territories Act 1963.
She said the rule 27(1) of the Annual Finance Statement , clearly says that the
administrator of each Union Territory shall in respect of every financial year,
was to be laid before the legislative assembly with the previous approval of
the President.
A statement of estimate of receipts and expenditure is to be referred with the
AFS.” I do not have the budget even in the file, she said, adding that Mr
Narayanasamy has not forwarded the budget file approved by the President to the
Lt.Governor.
How do I lay it before the legislative assembly when I have not even seen the
budget”, she said.
Rule 28(3) says that no demand for a grant shall be made except on the
recommendation of the administrator.
So even if you discuss a grant illegally, irregularly, even that required the
recommendation of the administrator.
Ms Bedi said ‘the act of the Chief Minister is like asking her to inaugurate a
building of which she have no idea. That building cost almost Rs 900 crore and
she do not have an idea about it.
I have not seen the plan and asking to forward the plan’, she added. (uni)
