Raipur (thestates.news) | Key Decisions Taken at the Cabinet Meeting Chaired by Chief Minister Shri Vishnu Deo Sai today at Mantralaya, (Mahanadi Bhavan) are as follows:
1. The Cabinet has approved the provision of a State Government guarantee for availing loans for the year 2026 to procure tendupatta from tendupatta collector families at the rate of Rs 5,500 per standard bag.
2. The Cabinet has approved the provision of working capital for Chhattisgarh State Minor Forest Produce Federation for the procurement, processing and sale of kodo, kutki and ragi.
3. The Cabinet has decided to provide a one-time interest-free loan of Rs 30 crore to Chhattisgarh State Minor Forest Produce Federation for the purchase, storage, processing, value addition and marketing of non-nationalised minor forest produce.
4. The Cabinet took an important decision regarding loans availed by Chhattisgarh Rajya Antyavasayi Sahkari Vitt Evam Vikas Nigam under State Government guarantee. Under this decision, approval was granted for making a budgetary provision of Rs 55.69 crore to fully repay loans taken from five national corporations. These include the National Scheduled Castes Finance and Development Corporation, National Scheduled Tribes Finance and Development Corporation, Backward Classes Finance and Development Corporation, Minority Finance and Development Corporation, and Divyang Vitt Evam Vikas Nigam.
At present, the State Government pays approximately Rs 2.40 crore annually as interest on these loans. Upon full repayment, this interest liability will be completely eliminated. Additionally, on receipt of No Objection Certificates (NOCs) from the national corporations, the pending government guarantee liability of Rs 229.91 crore will also come to an end. This decision will significantly reduce the financial burden on the State Government and ensure savings by avoiding unnecessary future expenditure.
5. The Cabinet has decided that:
– The incentive amount for usna rice milling has been increased from Rs 20 per quintal to Rs 40 per quintal.
– To receive the incentive, millers will now be required to undertake milling for a minimum of two months instead of the earlier requirement of three months.
6. The Cabinet has approved amendments to the Industrial Development Policy 2024–30. These amendments aim to address inconsistencies related to publicity, appointment of experts and issuance of service activity certificates, thereby strengthening policy implementation. The changes are expected to enhance the quality of investment, promote sustainable employment generation, and accelerate industrial development in the state.
7. The Cabinet has taken a major decision to grant a 50 per cent rebate on lifetime road tax on vehicles sold during the 9th Auto Expo, scheduled to be held at the Science College Ground, Raipur, from January 20 to February 5. This concession will be applicable at the time of vehicle registration following purchase at the Expo, providing a one-time 50 per cent relief in motor vehicle tax. Vehicle dealers across the state will be eligible for this benefit, and necessary directions have been issued in this regard.
8. The Cabinet has approved a significant reduction in stamp duty payable on bank guarantees furnished by rice millers for paddy procurement and transportation under the custom milling system. The stamp duty has been reduced from 0.25 percent to 0.05 percent.
9. The Cabinet has approved the permanent creation of one new post of Officer on Special Duty at Police Headquarters, Chhattisgarh, Nava Raipur Atal Nagar, at Pay Matrix Level-14 for a period of one year.
10. The Cabinet has taken decision regarding the implementation of the Police Commissionerate System in Raipur Metropolitan Police District with effect from January 23.
