At the Cabinet Meeting chaired by Chief Minister Shri Vishnu Deo Sai today at Mantralaya (Mahanadi Bhavan), several important decisions were taken, which are as follows:
Raipur (thestates.news) | 1. The Cabinet accorded post-facto approval to the Revised Guest Lecturer Policy-2026, issued following administrative approval to amend the Guest Lecturer Policy-2024 applicable to government colleges in the State.
The revised policy clarifies the existing provisions and stipulates that if two candidates belonging to the same category secure equal marks in the merit list, preference will be given to a domicile candidate of Chhattisgarh.
The policy has also expanded the provisions for teaching experience. Within the maximum 30 marks prescribed for experience, a candidate will now receive five marks for completing at least five months of teaching in an academic session at a government college or a State university. The earlier policy did not clearly provide this benefit for teaching experience gained at State universities.
The Cabinet also decided to provide former guest lecturers displaced from State universities, along with those from government colleges, an opportunity for re-engagement against vacant posts, taking into account their previous work experience. To address discrepancies in honorarium payments, the existing period-based system will be replaced with a workday-based honorarium system. The revised provisions also clarify the duties, duration of engagement and casual leave arrangements applicable to guest lecturers and other guest academic staff.
2. The Cabinet ratified the order issued by the Commercial Taxes Department for reimbursing cinema halls an amount equivalent to the State Goods and Services Tax (SGST) payable on admission to screenings of the film ‘Hanuman Ansh’. The decision follows Chief Minister Shri Vishnu Deo Sai’s announcement on September 10, 2026, declaring the film tax-free in the State.
3. The Cabinet also approved the Chhattisgarh Public Service Former Agniveer Soldiers Recruitment Rules, 2026, providing the framework for implementing the reservation already approved for former Agniveers.
The State has already provided for 10 per cent reservation for former Agniveer soldiers in Class III posts in the State Civil Services. Under this provision, former Agniveers will be eligible for reservation in posts including Constable in the Police Department, Forest Guard in the Forest and Climate Change Department, and Jail Prahari in the Prisons Department.
The newly approved recruitment rules specify the appointment and service conditions, recruitment criteria, reservation provisions and selection process for implementing the provision of reservation for the former Agniveers.
