Raipur (thestates.news) | Cartoons do far more than entertain. Through humour and satire, they offer a sharp commentary on democracy, social realities and the contradictions of everyday life. A single, well-crafted cartoon can sometimes communicate an idea more effectively than thousands of words, prompting people not only to laugh but also to question, reflect and look at issues from a different perspective, Chief Minister Shri Vishnu Deo Sai said while addressing Cartoon Festival 2026, organised by Cartoon Watch magazine in Raipur.

The Chief Minister said art and literature play an important role in shaping society’s outlook, with cartooning standing out for its ability to combine visual storytelling, ideas, humour and satire. Through keen observation and an original perspective, cartoonists capture social developments in ways that leave a lasting impression. In a democracy, he said, cartoons also offer an important platform for expressing public sentiment, aspirations and concerns.

Recalling the rich tradition of Indian cartooning, Shri Sai highlighted the enduring contribution of legendary cartoonist Shri R.K. Laxman. He said
Shri Laxman’s iconic ‘Common Man’ evolved into a symbol of the hopes, expectations, curiosity and anxieties of ordinary Indians. His portrayal of post-Independence India and its changing social landscape remains a significant part of the country’s journalistic and artistic legacy.

Appreciating efforts to promote cartooning across Chhattisgarh, including in Bastar, the Chief Minister said such initiatives help artists from remote areas showcase their work and explore opportunities in the field. He congratulated renowned Jaipur-based cartoonist Shri Abhishek Tiwari on receiving the Lifetime Achievement Award at Cartoon Festival 2026. Recognising an artist’s years of dedication and creative contribution, he said, also honours the art form and encourages young talent to pursue excellence.

Urging young cartoonists to explore new possibilities, Shri Sai said the younger generation has considerable talent and imagination to offer. The growth of digital platforms has opened up new avenues for creative expression, he noted, encouraging artists to make the most of these opportunities without losing their originality and distinctive style. He called on them to establish a presence on national and international platforms and bring recognition to Chhattisgarh.

The Chief Minister said Chhattisgarh takes pride in its rich artistic, cultural and literary heritage. The state government remains committed to preserving these traditions and providing encouragement to artists and creative professionals. Festivals such as this bring established cartoonists and emerging talent together, creating opportunities for exchange and strengthening the connection between creative expression and public discourse.

A coffee table book featuring cartoons on Prime Minister Shri Narendra Modi’s life, leadership and journey of service was also released during the event as part of the Seva Sankalp Abhiyan. Appreciating the initiative, Shri Sai said cartoons offer an engaging and distinctive way to portray a public figure’s life and contributions.

The Chief Minister congratulated Cartoon Watch editor Shri Triambak Sharma and the entire team on completing 30 years of publication and entering the magazine’s 31st year. He described the continued publication of a magazine dedicated to cartooning over three decades as a notable achievement. Cartoon Watch has helped sustain interest in the art form and given both established and emerging cartoonists from across the country a platform to showcase their creativity.

MP Shri Brijmohan Agrawal said cartoons can use satire to make serious and sensitive social issues easier to understand. He praised Shri Tryambak Sharma’s efforts to promote and preserve cartooning and congratulated the Cartoon Watch team on completing 30 years.

Shri Sai congratulated the organisers, contributors, cartoonists and participants on the festival and expressed confidence that such events would encourage young creative talent and foster more meaningful, thoughtful dialogue in society.

Cartoon Watch editor Shri Triambak Sharma, Shri Himanshu Dwivedi, public representatives, senior journalists, cartoonists from across the country, artists and other distinguished guests attended the event.
