Transforming Sand Mining System in Chhattisgarh Under a Transparent, Scientific, and Public-Oriented Mineral Policy
Raipur (thestates.news) |Chhattisgarh Government has undertaken wide-ranging measures to make the sand mining policy in Chhattisgarh more transparent, organised, environmentally sensitive, and public-friendly. During the previous administration, number of operational sand mines had fallen from 300 to around 100–150, disrupting construction activities and encouraging illegal mining. By reforming the mineral policy, the present government has established a system that is better organised, regulated, and in public interest.
Accelerated Environment Clearance Process
To expedite the process of environmental clearances, the state has constituted three State-Level Environmental Appraisal Committees with the approval of the Government of India. Earlier, only one such committee was operational. This step has facilitated quicker resolution of pending cases.
Rise in the Number of Legal Mines
At present, 119 sand mines are operating with proper environmental clearances. Another 94 mines are in the final stages of approval. Furthermore, the government plans to approve over 300 new sand mines in the next 1 to 1.5 years. This will ensure an uninterrupted supply of sand and boost the pace of construction activities.
IIT Roorkee Report Validates Scientific Approach to Mining
A study conducted by IIT Roorkee on the environmental impact of mining in major rivers has concluded that systematic and regulated sand mining does not have adverse effects on river ecosystems. This report lends strong support to the state’s scientifically approved mineral policy.
Stringent Action Against Illegal Mining
Between 2024–25 and June 2025, a total of 6,331 cases of illegal mining were registered. The authorities recovered Rs 18.02 crore in penalties, seized 184 machines, filed 56 FIRs, and lodged 57 court complaints. Continuous monitoring and enforcement are being carried out by district and state-level task forces comprising officials from the Departments of Mining, Revenue, Police, Transport, and Environment.
Swift Response to Disputes
Legal and administrative actions have been promptly initiated in sand-related disputes and incidents in various districts, including Rajnandgaon and Balrampur. State government has issued clear instructions that no illegal activity will be tolerated under any circumstances.
Royalty Relief for PM Awas Yojana Beneficiaries
As per the decision taken on 15 March 2024, beneficiaries of the Pradhan Mantri Awas Yojana are exempted from paying royalty on sand. This decision has provided direct relief to the poor and needy sections of society.

Chhattisgarh government’s policy is unequivocal — the exploitation of mineral resources must rest on the principles of public welfare, transparency, and environmental balance. The newly structured sand mining policy, crafted with a scientific and long-term perspective, will serve as a strong foundation for the overall development and environmental protection in the state.
