Chief Minister Shri Vishnu Deo Sai Launches TIN Portal
Raipur,(thestates.news) | Chief Minister Shri Vishnu Deo Sai launched the TIN (Tribal Incentives on Natural Resources) Portal, developed by the Chhattisgarh Mineral Development Corporation Limited (CMDC) in collaboration with Indian Overseas Bank, on August 31. The initiative seeks to link Chhattisgarh’s mineral resources with sustainable tribal livelihoods by making the entire tin procurement process digital, transparent and time-bound.
In line with Prime Minister Shri Narendra Modi’s vision of Atmanirbhar Bharat, the portal will cover the complete process from procurement of tin ore collected by tribal communities in Bastar division to transportation, sale, pricing and payment. London Metal Exchange (LME)-based pricing will enable collectors to receive market-linked rates. At the same time, Direct Benefit Transfer (DBT) will ensure that sale proceeds are credited directly to their bank accounts, reducing dependence on intermediaries and the risk of payment delays.
Entire Tin Procurement Process Goes Digital
The TIN Portal integrates every stage of tin procurement into a digital workflow. Its features include beneficiary registration and identification, banking integration, QR code-based verification, smart identification facilities, online stock management, automated payment calculations and reporting, and a complete digital audit trail.
Real-time monitoring has been enabled from CMDC headquarters to regional offices and procurement centres. Beneficiaries will receive SMS alerts and digital updates regarding transactions and payment status, while CMDC will be able to monitor procurement, stock, revenue and payments more effectively.
Six Procurement Centres Operational; Three More Proposed
CMDC currently procures tin ore from tribal beneficiaries through six centres in Bastar division—Bacheli, Katekalyan and Chikpal in Dantewada district, and Tongpal, Nama and Chintalnar in Sukma district.
Three additional collection and procurement centres are proposed in Bastar, Dantewada and Sukma to provide easier access to collectors in remote areas and bring more beneficiaries into the formal procurement system.
New SOP to Reduce Costs and Simplify Procurement
Along with the portal, CMDC has introduced a new Standard Operating Procedure (SOP) covering the procurement and sale of tin ore. It provides for separate sampling at each procurement centre, reduces the number of samples from 12 to 6, standardises each sample to 50 grams, and allows re-analysis in case of disagreement over test results.
The revised procedure has reduced the monthly analysis fee from Rs 14,400 to Rs 7,200 and is estimated to save CMDC around Rs 10 lakh annually. Regular determination of procurement, sale and transportation rates will further improve transparency and consistency.
Tin Procurement Strengthening Tribal Livelihoods
Tribal communities in southern Bastar have traditionally been engaged in tin ore collection. Five tin ore collection cooperative societies were formed under CMDC’s Dantewada Regional Office in 2013. The TIN Portal will integrate this community-based activity with digital technology, helping develop tin collection into a more organised and sustainable source of livelihood.
CMDC paid approximately Rs 90.82 lakh for 8,707.2 kg of tin ore in 2024-25. In 2025-26, approximately Rs 3.81 crore was paid for 20,895.335 kg, reflecting the growing economic benefits reaching tribal collectors through formal procurement.
Beyond payments, the portal will serve as a digital governance platform for the entire tin value chain. Real-time data will strengthen stock tracking, audit compliance, revenue monitoring and policy planning while reducing paperwork and improving administrative efficiency.
CMDC and Indian Overseas Bank Sign MoU
An MoU was also signed between CMDC and Indian Overseas Bank during the programme to strengthen financial cooperation in the mineral sector, facilitate transparent payments to tin collectors and ensure that beneficiaries receive the benefits of value addition.
Union Minister of State for Coal and Mines, Shri Satish Chandra Dubey; Union Minister of State for Housing and Urban Affairs, Shri Tokhan Sahu; CMDC Chairman, Shri Saurabh Singh; and officials were present on the occasion.
